Who this program is for

  • KHMD is designed for people who are interested in moving to Pennsylvania, especially Western Pennsylvania. You do not need to live in Pennsylvania now to be eligible. In fact, the program is intentionally exploring how relocation from higher-cost areas might work when paired with the right support.

  • This program may be a fit if housing costs in your current city or region make it hard to save, plan, or feel stable. KHMD focuses on whether relocating to a lower-cost area with strong communities can create better long-term outcomes.

  • KHMD is not about short stays or temporary incentives. The program is exploring paths to long-term housing stability, including homeownership or stable rental situations, depending on the household.

    This is not a vacation, remote-work perk, or short-term relocation program.

  • The pilot focuses on Western Pennsylvania towns and small cities with affordable housing and room to grow. These are real communities with schools, neighbors, and local life, not master-planned developments.

    Applicants should be open to becoming part of a community, not just relocating for a payment.

  • Participants would be expected to pay their own ongoing housing and living costs after relocating. KHMD is not a long-term subsidy program and does not cover monthly rent, mortgage payments, or personal expenses.

  • KHMD is still in development. Joining the interest list does not guarantee selection, funding, or participation. The program is being designed carefully and may change based on feasibility, funding, and evaluation design.
